2019 Election Candidate Bios

Vice President
Gregg Balbera, CSA

Gregg Balbera is a Certified Senior Advisor and the Owner and President of Right at Home Nassau Suffolk, a Licensed Home Care Agency with offices in Plainview and Smithtown. He has been the Owner and President since May 2013. His company takes great pride in providing homecare, companion and personal care, as well as skilled nursing to seniors and mobility challenged adults. Greg's mission is to improve the life of those he serves. Before becoming involved in home care Greg had a 25+ year career on Wall Street that centered on his ability to listen and take care of customer and client needs. Taking care of client needs personally, promptly and professionally has always been the focus of his work. He is accustomed to staying calm in hectic situations.

Gregg came to home care as a second career ready to seize the opportunity to give back in a meaningful way. Both he and his wife watched as several of their grandparents, aunts, uncles and parents dealt with serious medical issues in their later years, requiring both hospital and home care. He witnessed firsthand the effects of Alzheimer's on his family and relatives.

Gregg became a Certified Senior Advisor and remains in good standing since 2014. He volunteers weekly at a Rehab Center playing cards with facility-bound seniors as well as driving local seniors to Medical appointments. He joined the local chapter of CMSA in 2014 and wants to be on the Board of CMSA so that he can bring his passion, organization and vision to this very worthy organization. Since becoming a member He has attended the monthly meetings and has enjoyed the opportunity to both learn and network with the various members.

Karen Zinna, RN

Karen Zinna is a Registered Nurse and Certified Case Manager with over 25 years’ experience in Quality and Case Management. Her career spans a variety of health care settings including Care Management, Article 28 Ambulatory Care Clinics, Workman’s Compensation, Managed Care, Hospitals and Primary Care offices. She has an in-depth knowledge of health care operations at all levels with proficiency in the development and training of case management programs. She was the former Director of Care Coordination and CM at Advantage Care Physicians and is currently a Case Manager at St Joseph's Hospital in Bethpage, New York. Karen has been a member of CMSA for over 10 years.


Andrea Cowles, MA, BSN, RN, CCM
Andrea Cowles is a registered nurse with nearly 35 years of nursing and management experience. She began her career as a public health nurse before joining Visiting Nurse Service & Hospice of Suffolk in 1990, where she is currently the Director of Intake & Service Development. Prior to joining VNSHS, she was a Clinical Care Manager for Family Care Certified Services of Nassau and a Community Health Nurse at Northwell Health.

Andrea is skilled in multiple specialties to provide direct patient care and staff supervision in home care, hospice and palliative care, and has completed the ELNEC Geriatric curriculum, and most recently certified in Integrated Care Management (ICM) Training. She has also received accreditation from the Wound, Ostomy and Continence Nurses Society.

Andrea has been actively engaged on the CMSA LI Board of Directors since 2011 and served as Vice President from 2012-2018. She was the Chairperson of the 2018 Annual Conference Committee and assists in the recruitment of speakers and sponsors for monthly CMSA LI chapter meetings. She is currently on the Molloy College Palliative Care Conference Planning Committee and has facilitated CEU’s for Certified Case Managers for the May 2019 conference.

Andrea holds a Bachelor of Science in Nursing from the State University of New York at Plattsburgh, a Master of Art in Health Administration from Hofstra University and is a Certified Case Manager.

Jennifer Devine, SW
Jennifer Devine celebrates her 11th year with Caring People Homecare, a Licensed Homecare agency. She graduated from Adelphi University in 2000 with her Masters in Social Work. She began her career working in a mental health clinic and transitioned to working with the Geriatric population where she quickly realized this was her passion. In wanting to be well versed, Jennifer accepted the opportunity to work in an acute care setting, subacute, Long-term and now Homecare.
She has been a CMSA member for 9 years and is in good standing. Jennifer has served on the Board of CMSA as a Director. During her time in this position she assisted the Long Island Chapter in becoming a CEU provider for Social Workers.
Jennifer is seeking the privilege of serving on the Board as Director for another term. Among other things, she will focus on Social Work membership and continuing to issue the CEU's for Social Workers.

Elaine Halloran, RN, BSN, MS, CCM
Elaine Halloran is a registered nurse for 40+ years with 28 years’ experience working in Case Management. She is graduate of Hunter College School of Nursing and received her MS in Health Care Management from Stony Brook University. Elaine earned her CCM in 1996. Her professional experience includes Visiting Nurse for VNSNY, Ambulatory Case Management, Managed Care at Oxford Health Plan and for the past 20 years has worked in hospital Case Management. She has been the Director of Care Management at Good Samaritan Hospital Medical Center and currently is the Director of Care Management at St. Francis Hospital in Roslyn, NY.
